Add the carrots, celery, onion, and potatoes, and saut\u00e9 until softened.<\/li>\n<li>Sprinkle the flour over the vegetables and cook, stirring constantly, for 1\u20132 minutes to form a roux.<\/li>\n<li>Gradually whisk in the chicken broth and bring to a gentle boil. Cook until slightly thickened.<\/li>\n<li>Reduce the heat, then stir in the heavy cream and milk. Let simmer for 5\u201310 minutes, stirring occasionally.<\/li>\n<li>Season with salt and pepper to taste.
