Grease a 9&#215;13-inch baking dish.<br \/>\nPrepare the Base: In a mixing bowl, combine the German chocolate cake mix, half of the evaporated milk, and melted butter. Stir until a thick dough forms.<br \/>\nLayer and Bake: Press half of the dough into the prepared baking dish. Bake for 8-10 minutes until slightly set.<br \/>\nCaramel Layer: Meanwhile, in a saucepan, melt the caramels with the remaining evaporated milk over low heat, stirring until smooth.<br \/>\nAssemble the Bars: Pour the melted caramel over the baked layer. Sprinkle with chocolate chips and chopped pecans.<br \/>\nTop Layer: Flatten pieces of the remaining dough and place them over the caramel layer. It won\u2019t cover completely, but that\u2019s okay!<br \/>\nBake Again: Return to the oven and bake for an additional 20-25 minutes until set.<br \/>\nCool and Serve: Allow the bars to cool completely before cutting.
